Biased answer because I own one. While technically not a tablet it's very tablet sized, affordable, and I just love Drawboard PDF. It's honestly as stellar program and so far, from what I've read, Surface 3 already has it built in when you purcahse it. However, I'll still mention it so that one day when it is an affordable option you'll think about it.
